  24. Hundreds of millions of American dollars in bogus bills are
  25. flooding the world market. And while counterfeiting is nothing
  26. new, recent global counterfeiting strategies may undermine the
  27. integrity of the dollar.

  29. In addition to small-scale counterfeiting, large counterfeit
  30. operations are being sponsored by foreign governments and have a
  31. greater potential for weakening the U.S. dollar.

  33. According to the House Republican Task Force on Terrorism and
  34. Unconventional Warfare, Iran and Syria are actively engaged in
  35. producing and distributing counterfeit $100 bills. They are
  36. acting in concert to purposefully "destabilize the United States'
  37. economy by undermining confidence in the dollar."

  39. The plan is to flood the world market with bogus American bills.
  40. That would drive down the value of the dollar and weaken the U.S.
  41. economy. Iran and Syria also need hard currency to alleviate
  42. their own financial crises.

  44. "The Iranian deficit is far greater than... predicted, therefore
  45. they need more hard currency to balance the budget," says Yossef
  46. Bodansky, director of the task force. In 1992, the Iranian
  47. foreign debt was estimated at $34 billion. Bodansky says the
  48. Iranians made up for the shortfall by printing high quality $100
  49. bills at their government mint.

  51. According to the task force report, bogus bills are passed
  52. through a Lebanon-based drug network. Safe shipment of the
  53. counterfeit money is facilitated by Syrian Military Intelligence.
  54. The counterfeit dollars are then distributed through Africa via
  55. Cairo, Egypt, and Nairobi, Kenya, and on to Europe via Albania,
  56. Bosnia and Italy.

  58. Bodansky says the Iranian counterfeit money is laundered with
  59. drug profits by the Italian Mafia. He says the Italians have
  60. enlisted the help of the Russian mob. According to the task force
  61. report, more than half the foreign currency in circulation in
  62. Central Asia may be counterfeit.

  64. What can the United States government do to safeguard the
  65. integrity of the dollar from this international counterfeit
  66. conspiracy? Treasury Department officials recently unveiled their
  67. plan to Congress. They want to conduct the first major overhaul
  68. of the U.S. currency in more than 65 years. Among the possible
  69. changes are: shifting and enlarging presidential portraits, and
  70. adding hard-to-copy water marks and color shifting ink.

  72. The Treasury Department plans to begin circulating new $100 bills
  73. in 1996. But as Rep. Joseph Kennedy (D-MA) warns, this one change
  74. is not enough. "We must continue to innovate in order to keep one
  75. step ahead of the counterfeiters. We can't... reevaluate the
  76. currency once every 65 years."
